Postal History and Covers: 1858 (Aug. 14th) ''On Public Service'' entire letter addressed to the Naval Academy in London, placed in a sealed canister at Ramsgate and tossed into the sea by the Harbour Master to test the ''Sets of the tides'', the canister reached Nieuport near Ostende, Belgium, on August 28th. and was taken to the British Consul where details of its recovery were entered in the space provided, the letter resealed with the Consular handstamp applied to the front and reverse, and posted at the Nieuport Post Office on 29th. August, accepted without charge by the Belgian authorities, the cover is franked with an uncancelled 1d. adhesive to pay the return postage in case the canister failed to reach the continent and washed up on an English beach.
