Photo. Under the terms of the Disability Act of 1995, the Post Office began to review the way self-adhesive stamps were produced and marketed. At one point serious consideration was given to altering the design of the 1st and 2nd class Machins so that they consisted of a large numeral and small head. Booklets were produced and sent to various organisations, including the Royal National Institute for the Blind and the Arthritis Society.
